The Cost of Housing in Luxembourg in 2026: A Realistic Budget

Luxembourg salaries are high and housing absorbs a large share of the difference. Most cost-of-living guides quote a rent figure and stop there, which is where budgets go wrong. This is the complete picture, with every number attributed and dated.

The baseline numbers

Two official sources matter here. STATEC, the national statistics agency, publishes registered sale prices. The Observatoire de l'Habitat, the housing ministry's observatory, publishes advertised asking rents drawn from press listings and the IMMOTOP portal.

On the purchase side, STATEC recorded a national average apartment sale price of around €8,094 per square metre in the first quarter of 2025, up 3.7% year on year. The Observatoire put existing apartments at roughly €7,764 per square metre in the fourth quarter of 2025, essentially flat year on year, with new-build apartments sold off plan considerably higher at about €9,507 per square metre.

On the rental side, the Observatoire's asking-rent series recorded advertised apartment rents averaging roughly €1,768 per month nationally and about €1,902 per month in Luxembourg City in the first quarter of 2025.

All figures on this page are attributed to their source and dated. Registered sale-price data lags by a quarter or two, and the Observatoire de l'Habitat rent series is built from advertised asking prices rather than rents actually signed. Check the latest STATEC release before making a decision.

What renting costs each month

The advertised figure is the starting point, not the total. Three factors move a real household's number away from the average.

Location on the tram spine

Proximity to the tram, a railway station or the university carries a measurable premium in this market. The quarters at the top of the city's per-square-metre tables are consistently Belair, Limpertsberg and Kirchberg; the better-value central quarters are Bonnevoie, Hollerich and parts of Gare.

Furnished or unfurnished

Furnished properties command a clear premium over unfurnished equivalents. Whether that premium is worth paying depends entirely on how long you intend to stay, because furnishing an empty apartment is a substantial one-off cost that only amortises over years.

Whole home or a room

A single furnished room in a shared apartment sits far below any whole-apartment figure, which is why it is the standard entry point for professionals arriving alone.

Charges and utilities

Luxembourg quotes rent (loyer) and charges (charges) separately. Charges are a provisional monthly payment towards shared running costs, reconciled annually against actual consumption. They usually cover heating, hot and cold water, shared electricity, building cleaning and waste. They usually do not cover electricity metered inside your own apartment, internet, or insurance.

The annual reconciliation is the item most newcomers miss. If the building spent more than was collected, you receive a bill; if less, a credit. A low monthly charge that is reconciled aggressively in January is not actually low, and it is worth asking about the last two years of reconciliation before signing.

Beyond charges, budget for electricity where separately metered, a broadband line where not included, and liability and contents insurance, which is inexpensive and frequently required by the lease.

The cost of moving in

Two items dominate, and one of them changed recently.

The deposit is capped at two months of base rent, charges excluded, for every lease signed since 1 August 2024. It was three months before the reform. Many landlords ask for one month rather than the maximum, which materially changes the entry cost. The mechanics are in our guide to security deposits and tenant rights.

Agency fees on residential lettings must be split equally between landlord and tenant since the same date, regardless of which party engaged the agency. Before the reform the tenant typically carried the whole commission, around one month's rent plus VAT. A clause placing the full fee on the tenant is void.

Add certified translations where your documents are not in French, German or English, small commune administrative fees, a bank guarantee fee if you use one, and moving costs. Our detailed breakdown is in what renting a room actually costs.

The cost of buying

The purchase price is not the purchase cost. Luxembourg applies registration and transcription duties of 7% in total, made up of 6% registration duty and 1% transcription duty. Notary fees sit on top, along with any mortgage arrangement costs.

On an apartment at the national average of roughly €8,094 per square metre, a 75 square metre property implies a headline price in the region of €607,000, and the duties alone on that would exceed €42,000 before the tax credit described below. In Luxembourg City the per-square-metre figure is materially higher than the national average, so the same calculation on a capital address produces a considerably larger number.

Buyers should also budget for the co-ownership charges that follow. Luxembourg's co-ownership rules and construction costs mean building charges and maintenance reserves are significant, and for landlords they are the largest single factor reducing gross yield to net.

The Bëllegen Akt credit

The main relief available to owner-occupiers is the Bëllegen Akt tax credit, which offsets the registration and transcription duties on a principal residence. It is worth €40,000 per buyer, so €80,000 for a couple buying together, and it carries an occupancy condition of two years.

For a first-time buyer at the lower end of the market, this can cancel the duties entirely. For a couple buying a family home in the capital, it removes a substantial portion of them. It applies to a principal residence, not to a buy-to-let purchase, which is one of the structural reasons the owner-occupier and investor arithmetic diverge so sharply here. We compare the two paths in renting versus buying in Luxembourg.

Why a room changes the arithmetic

For someone arriving alone, a furnished room in a shared apartment removes several cost lines simultaneously rather than just reducing the rent line.

  • No furnishing cost, which for an empty apartment runs to several thousand euro.
  • No utility connection, since the flat is already running.
  • Usually no separate internet subscription.
  • Frequently a one-month deposit rather than two.
  • No three-year commitment, which is the standard minimum term for an unfurnished apartment.

The last point is the most valuable and the least quantified. A three-year lease signed in your first month, in a quarter you have not lived in, is the most expensive housing mistake available in Luxembourg.

Three worked budgets

All three assume a single professional in Luxembourg City. Transport is excluded because it is free.

Room in a shared apartment, charges included, €950

Move-in around €1,900 with a one-month deposit. Monthly: €950 rent, roughly €40 mobile, around €10 insurance. Total living cost close to €1,000.

Room in a prime quarter, charges included, €1,250

Move-in around €2,500 on the same basis. Monthly around €1,300 all in. If the room came through an agency, add your half of the commission at move-in.

One-bedroom apartment, unfurnished

Substantially higher on every line. Deposit of up to two months on a rent well above the room figures, plus furnishing, utility connections, internet, insurance and a three-year commitment. The gap between this and a room is the largest single lever available to someone in their first year here.

The practical conclusion

Budget roughly twice the monthly rent to move in, then the rent plus €50 to €150 to live there each month if charges are included. Verify the deposit and the charges split in writing before the viewing rather than after.

Every room on our rentals page shows the price and the deposit on the listing itself. If a figure is missing it is because we have not had it confirmed, not because we are holding it back. For a full cost picture on a specific room, ask us and we will put it in writing.
